中に入れられるかどうかは Categories じゃなくて Contexts in which this element can be used: のとこを見るべきでは。div なら Where flow content is expected. とある。（palpable content の用途としては flow content や phrasing content を許容する要素は一つ以上の palpable content を持つべき、という話らしい）
